Quality Assurance Program Manager

Position Summary
This role will perform as the Quality Assurance Program Manager and have the responsibility to define and manage the overall QA strategy for the Commercial IT Enterprise, including:
•Testing a broad set of application types and environments (e.g. testing strategy for traditional applications, ‘headless’ service applications, ETL applications, etc.).
•The most cost-effective and agile approach for enabling coordinated data when testing between non-related applications used in a business process.
•The applicability of using the ‘cloud’ for cost-effective and agile acquisition of testing environments.
•Methodologies and technology to improve software quality throughout the development cycle.
•Driving down the cost and improving the turn-around time for execution of the QA process.
•Application of Alternative Resources for the QA process.
Additionally this position would be accountable for QA department process definition and management, and for project software quality, especially on large external vendor application development programs.
Position Responsibilities
•Define / Manage QA Operations / Manage QA for Large Development Programs
o Accountable to define and manage all QA processes; emphasis is on optimization and consistency.
o Accountable to develop a management system that will be used for day-to-day management of the QA function, as well as provide information that would be needed to drive continuous improvement in all the functions involved in the software development process.
o Accountable for all test planning, documentation and execution of functional, systems, regression, and performance tests to uncover defects and improve the overall quality of the software.
o Accountable for review of Requirements and Specifications, estimation of testing tasks, and scheduling of target dates for testing deliverables. Prioritizes and monitors activities to meet the dates.
o Interfaces with business and development teams to understand and resolve any quality issues and testing defects that are discovered during any phase of the project life cycle.
o Generates test reports that clearly communicate test results, concerns, and project status.
o Supports the Project Manager to identify project risks and to develop mitigation strategies.
•Point of contact for PMO/project managers for testing resource needs. Creates and manages resource capacity model for the Business Systems Support Organization
•Accountable for managing/monitoring staff performance in accordance with Corporate HR guidelines
•Establish strong working relationships with technology team members, functional counterparts, vendors and related business partners
•Proactively works with the PMO/ project managers to forecast resource needs and skills to establish manage and optimize a workforce that supports current and longer term strategic objectives of the organization
•Ensures alternative sourcing engagements perform in accordance with the testing services discipline. Selects and manages vendors, consultants and other professional services as part of the testing services discipline
•Monitor workload of staff to deliver agreed project milestones and keep staff challenged with consistent work
•Ensure clear metrics are defined, implemented and track to measure performance, skills, throughput and quality of testing work.
•Promote effective teamwork and manage the resolution of interpersonal issues
•Promote the use of knowledge management processes and tools
Knowledge and Skills
•Bachelor''s Degree (required), Master''s Degree (preferred)
•10+ years progressive experience with systems and applications development including systems/ application testing
•Experience with the project lifecycle and the application development lifecycle
•Experience with staff augmentation with the IT Industry
•Strong written and verbal communication skills with the ability to interact with all levels within the organization
•Experience with providing guidance and direction to staff.
•Experience in initiating, conducting and facilitating discussions with multiple stakeholders, and ability to translate the results and issues at hand to the business and to the IT teams
•Excellent written and verbal communication skills
•Strong interpersonal / relationship management skills
•Excellent conflict resolution and negotiation skills
•Experience with managing external parties in a global delivery model (onshore/offshore/near-shore) desired
