Full-time IT Program Manager

This role supports the PMO Center of Excellence functions within the EPMO, including Clarity (project and portfolio management tool), Project Path (enterprise standard SDLC), Enterprise Process Board (PMO leaders from each IT unit), Enterprise IT Metrics, and Enterprise IT Dashboard.

This position will report to the EPMO Manager, but generally interface with owners of the various initiatives.

Responsible for successfully managing and overseeing projects/programs for Claims. This may include, but is not limited to:
Drives all aspects of program implementation, including development of project plans, identifying and coordinating of resources, tracking progress, elevating issues, and delivering all projects on time, on budget, and meet all design specifications.
Participate in the planning and program strategies end-to-end (business and IT)

Primary Responsibilities:
• Partner with Claims Office of the CIO and Claims senior mangers to develop and evolve the Claims IT vision and strategy for projects as appropriate
• Accountable for all aspects of program implementation; monitor key Claims IT program metrics such as cost, schedule and quality indicators and elevate issues as appropriate.
• Implement project management methodologies in adherence to standards; drive innovation and adoption of leading practices and provide Subject Matter expertise to Claims IT team members and business partners related to project
• Responsible for deployment of project(s)
• Manages risk profile of project(s)
• Provides guidance to Claims IT demand and resource management regarding resource forecasts, mobility of resources, and immediate resource demands as it relates to project(s)
• Assist PMO leader with development of core processes
• Monitors Claims IT vendor management strategy as relates to predictive modeling, may participate in negotiation and contact development, and provide oversight to vendor management as needed
• Provide oversight to the development and implementation of the Claims IT appropriate mechanism knowledge management process as relates to predictive modeling
• Demonstrate management presence and the ability to effectively handle and coordinate multiple or competing objectives in a variety of situations as relates to predictive modeling
• Participate in Claims IT and Chubb-wide project management working groups and activities to stay current on the latest project management solutions and to ensure the proposed project management processes, tools and metrics are aligned to the current and future Corporate IT objectives.

• Build and maintain an in-depth understanding of business process and products across Claims and Claims IT, and establish strong working relationships with functional counterparts and vendors
• Use active listening to define business needs, and recommend the appropriate solutions based on a strong understanding of the business issue at hand
• Understand the Claims IT technology strategy and/or sourcing direction and how they impact the relationships with specific vendors
Teamwork
• Manage individual workload and deliver to agreed upon milestones
• Demonstrate strong ability to work in a team environment and foster cross-team collaboration
• Create a strong morale and spirit in the Claims IT team through fostering open dialogue and collaborative atmosphere

Knowledge Sharing
• Promote the use of knowledge management and knowledge sharing processes and tools
• Share/leverage successful products, processes and practices across Claims IT
• Assist in evaluating knowledge sharing tools and making recommendations for knowledge management improvements
• Ensure documentation is captured appropriately and is easily assessable to the team members

Experience, Education and Skills Requirements:
• Bachelor's Degree (required) or Master's Degree (preferred)
• Extensive knowledge and experience in project work
• Maintains a broad business and IT knowledge in project area
• Extensive knowledge and experience with regards to development
• Knowledge of CMM and Six Sigma methodologies and standards
• Excellent project management skills, including ability to execute and prioritize a number of tasks simultaneously, and experience managing cross-functional teams
• Demonstrated ability to interface with senior executives
• Proven financial management experience
• Expert understanding of IT environments, technologies in relation to business needs
• Proven expert understanding and practical experience with analysis and/or support to Claims business processes
• Experience using enterprise project management applications such as Clarity
• Experience in initiating, conducting and facilitating discussions with multiple stakeholders, and ability to translate the results and issues at hand to the business and to the IT teams
• Excellent written and verbal communication skills
• Strong interpersonal / relationship management skills
• Excellent conflict resolution and negotiation skills
