IT Services Manager - Release Mgmt & Metrics Experienc

Currently, Chubb is seeking an IT Services Manager for the Warren, NJ office.
The IT Services Manager is responsible for supporting the Claims IT CIO in structuring and managing Claims IT operational activities.
This may include, but is not limited to:
• Support the IT Service Manager in activities related to developing, implementing and tracking the Claims IT operational strategy
• Participates in managing the demand and resource processes for Claims IT
• Participates in managing and monitor overall relationships with vendors providing services to IT
• Ensures that the developed measurements and metrics are met
• Participates in leading the IT compliance and continuous improvement activities
PRIMARY JOB RESPONSIBILITIES:
• Collaborate with Claims IT senior leadership to review demand forecast, resource needs, staff skill levels, resource issues and project skill shortages
• Executes the overall resource management strategy for Claims IT: liaise with Claims IT senior leadership and PMO to identify and define the future resource demands for all projects within the Claims IT portfolio, and define the optimal mix of internal and external resources
• Provide regular reports to the IT Services Senior Manager regarding resource forecasts, mobility of resources, and short and long-term Claims IT resource needs
• Identify ways to share resources across Claims IT to promote information sharing and career/skill development
• Recommends staff resource allocations to project managers based on the match between the resource role, skills and availability
• Proactively communicate issues with staffing specific Claims IT role demands with the IT Services Senior Manager to identify/mitigate project risk
• Participates in leading the definition and implementation of Claims IT metrics to track on-going business operations and drive continuous improvement
• Develop processes and tools to set up and collect metrics, and provide guidance to the Program and Project Managers on tracking and reporting on them
• Prepare reports for IT Services Senior Manager to present to the Claims IT CIO and senior leadership using Clarity and other reporting tools
• Serve as a subject matter expert on IT compliance standards and metrics, and provide guidance to Claims IT senior leadership, PMO and/or project teams for their implementation and tracking
• Oversee the relationships with vendors to ensure alignment with Claims IT business plans, including short and long- term strategies
• Serve as liaison with Corporate IT vendor management and/or other Chubb vendor management office to ensure consistency of vendor relations and contract implementations
• Collaborate with Claims IT leadership to develop and establish knowledge sharing processes, and provide guidance to Claims IT teams for its implementation
• Provide supervisory oversight and guidance to the Claims IT Service Manager in their daily activities
ADDITIONAL RECOMMENDED RESPONSIBILITIES:
IT Industry Knowledge
• Build and maintain a solid understanding of the major IT trends impacting the business
• Maintain a broad business and IT product knowledge, including the impact of industry trends, regulatory environment, and relevant best practices on the Claims IT business and operations
• Drive and follow the appropriate standards, procedures and methodologies in the PMI and/or SDLC development life cycle
Business Partnership
• Build and maintain an in-depth understanding of business process and products across Claims and Claims IT , and establish strong working relationships with functional counterparts and vendors
• Use active listening to define business needs, and recommend the appropriate solutions based on a strong understanding of the business issue at hand
• Understand the Claims IT technology strategy and/or sourcing direction and how they impact the relationships with specific vendors
Teamwork
• Manage individual workload and deliver to agreed upon milestones
• Proactively promote consistent project-based performance measurement and skills development of junior staff
• Demonstrate strong ability to work in a team environment and foster cross-team collaboration
Knowledge Sharing
• Promote the use of knowledge management and knowledge sharing processes and tools
• Share/leverage successful products, processes and practices across Claims IT
• Assist in evaluating knowledge sharing tools and making recommendations for knowledge management improvements
• Ensure documentation is captured appropriately and is easily assessable to the team members
RECOMMENDED QUALIFICATIONS:
• Bachelor's Degree (required) or Master's Degree
• 4-6 years of combined business, project management, team leadership, and technology experience
• 3-5 years of project, program, and/or resource management experience
• Project Management Institute (PMI), Project Management or Professional (PMP) certification strongly desired
• Knowledge of CMM and Six Sigma methodologies and standards
• Excellent project management skills, including ability to execute and prioritize a number of tasks simultaneously, and experience managing cross-functional teams
• Deep understanding of technology roles and typical skill levels by role
• Understanding of IT environments, technologies in relation to business needs
• Proven practical experience with analysis and/or support to Claims business processes
• Experience using enterprise project management and/or reporting applications such as Clarity
• Experience in initiating, conducting and facilitating discussions with multiple stakeholders, and ability to translate the results and issues at hand to the business and to the IT teams
• Excellent written and verbal communication skills
• Strong interpersonal/relationship management skills
• Excellent conflict resolution and negotiation skills
